Is JTIA a professional accreditation body?

The Technical Council for Engineering and Architecture (JTIA).

The engineering profession to be precise is regulated by the legal guidelines: a) Act 15 of 1959, Decree 257 of 1965 and Act 53 of 1963, let us see in Act 15 of 1959 it says:
