MEXICO CITY.- To deal with the phenomenon of suicide among children and adolescents in Mexico, Senator Giovanna Banuelos proposed various modifications to the Law on Education to deal with this problem through a policy of prevention and health promotion where the educational infrastructure is used On the side.
In presenting an initiative which intends to reform Articles 18, 26, 30, 41, 73 and 115 of the General Education Act, in relation to suicide prevention, the coordinator of the Parliamentary Group of the Labor Party emphasized that suicide is the fourth leading cause of death among adolescents and young people aged 15 to 29 in the world, according to the World Health Organization.
A recent report by the Home Office’s Under-Secretary for Human Rights, Population and Migration on the impact of the COVID-19 pandemic on children and adolescents shows that the suicide rate in this age group has increased by 12%, from 4.6 % to 5.1%. % per 100 thousand inhabitants between 2019 and 2020
For this reason, Geovanna Bañuelos explained that the aim of her proposal is to have a positive impact on this serious problem by teaching schools socio-emotional coping and problem-solving skills for children and adolescents. That is, prepare them with the psycho-emotional tools to deal with the challenges they will face in their lifetime.
“Psychoeducational programs that help improve knowledge and change students’ attitudes about the problems they face every day have shown a positive impact on mental health and suicidal behavior,” he said.
It also proposes the inclusion of social-emotional education aimed at strengthening self-esteem, autonomy, resilience, respect and tolerance in the content of education plans and curricula provided by the state, its decentralized agencies and individuals.
“With this, we aim for girls, boys and adolescents to learn how to find the answer to their problems and to develop the analytical and emotional skills necessary to deal with the changes and difficulties that may arise in their lives”, explained Giovanna Banuelos.
“I propose Article 41 Bis so that the Ministry of Public Education (SEP), in coordination with health sector bodies, as well as the social and private sectors, promotes training, education, information and guidance programs on mental health issues, recognition of risk factors and populations at risk of suicide with a focus on community health and human rights,” he explained.
Similarly, it is suggested that teachers and staff working in educational settings be trained on the importance of mental health, identifying risk factors and people who might be at risk of suicide, and channeling and providing support services and treatment of learners and their families.
“Our goal is that teachers and educational staff at school are fundamentally equipped to promote positive aspects such as ‘protective factors’ in the student body.” Sensitize them and train them to know their students and bring them closer to the reality of the common problems facing girls, boys and adolescents in our country today,” the senator said.
The PT coordinator in the Senate proposes to establish in law the obligation of education authorities to promote a healthy school environment, through actions in the field of mental health and social-emotional education, to provide students with tools to cope with difficult life situations.
“It is a pity that the phenomenon of suicide is still present in our society and even more so that it is present in children and adolescents,” said Giovanna Banuelos.
Finally, he emphasized the need to make efforts to ensure the availability and presence of specialists in schools in order to prevent, combat and eradicate the spread of suicide among this population group.
The initiative was referred to the Joint Committees on Education and Legislative Research, second, for analysis and subsequent ruling.
